From the middle of the 19th century onwards, the edge of the Harz Mountains was developed with standard-gauge railway lines. In order to connect the ore mines, smelting works, sawmills, and other factories in the interior of the Harz Mountains to the railway network, railway committees initiated numerous projects. Most of these projects initially failed due to the terrain, construction costs, and the fragmentation of the area into several duchies. The first concrete plans emerged with the founding of the Gernrode-Harzgerode Railway Company (GHE) on May 10, 1886.
In the concession for the construction and operation of a railway line from Gernrode to Harzgerode and Silberhütte in March 1887, a track gauge of 1000 mm (metre gauge) was specified for cost reasons, based on the Feldabahn in Thuringia. Because the Anhalt dukes rejected a railway through their hunting grounds, it was not possible to choose a route through the lower Selke Valley near Meisdorf, which would have been easy in terms of terrain. Instead, the route had to be routed from the edge of the Harz Mountains into the interior of the mountains via the Ramberg massif. The small town of Gernrode, which had had a standard gauge railway connection (Frose–Ballenstedt–Quedlinburg line) since 1885, was chosen as the starting point.
